The Associació pel Desenvolupament Rural de la Catalunya Central is located in the regions of Berguedà, Osona, Moianès and Bages. These central regions occupy the plains from Central Depression and Vic Plain until the mountains of Pre-Pyrenees, around the mid and high lands of Llobregat and Ter rivers. It is a vast territory with great contrasts, with a rich variety of landscapes within an environment with a great biodiversity. This territory has, moreover, a rich natural and cultural heritage and important protected areas.
The territory, with the exception of the regional capitals, is characterised to be rural, with large areas, mostly agrarian, forestry and mountainous; where the influence of the primary sector is very important. The management of the forest resources represents a challenge, mainly due to the increasing abandonment of the human and livestock farming activities. In the recent years, there has been a tertiarisation of the economy, due to the growing importance of the tourist sector, especially connected to rural tourism. The influence of the Metropolitan Region of Barcelona is also significant due to the considerable improvement, in the recent years, of the communications network. The strategy
The Association establishes in its strategy to become a territorial model in rural development, with the mission of uniting and coordinating other actors, assuming a leading role and providing the basis to encourage the rural development within its area of territorial intervention.
The strategy has a vision: “CATCENTRAL: smart rural territories”, with the aim to achieve that Central Catalonia becomes a smart rural territory based on efficient and innovative methodologies of work and management. Thus, it incorporates an efficient, smart and worthwhile system for the administrative processing, and the implementation of an online platform that allows the electronic processing of Leader grants, as a pilot project both in Catalonia and Spain.
With this objective, the Association is willing to generate a competitive and specialised network of business, particularly in the quality agrifood sectors, in energy and forestry resources, in quality tourism and in pilot or demonstrative industrial projects or services, especially in emerging or leading sectors.
In order to achieve it, the strategy is based on eight pillars. The most innovative initiatives or those having a larger impact in the previously mentioned emerging and leading sectors will be especially supported. All key stakeholders will be included in the strategy: enterprises, public administration, social agents and universities and research centres. Technology transfer and support to existing clusters will be promoted as a method of innovation. The generation of an entrepreneur ecosystem will also be promoted where opportunities for those who want to start a new business will be addressed, together with the existing grants and the financing sources. Also, and with the same aim, the Association will lead the achievement of a strategy and Leader to become a complicity tool in different projects, by using the consensus and cooperation between the different actors involved in the territorial development. Circular, social and solidary economy will be promoted. Strategic model projects will be promoted, including those pioneer experiences, examples of best practices and having territorial scope. And finally, it will be promoted the strategy itself to allow the Leader area to opt to other funds or grants.
