Consorci Leader Pirineu Occidental works in the four high mountain regions of the Catalan Occidental Pyrenees: Alta Ribagorça, Pallars Jussà, Pallars Sobirà and Vall d’Aran. These regions occupy an area that has a diverse physical environment and a great biodiversity made up by forest, rivers, lakes, high and medium mountain grasslands, and a steep orography which ranges up to 3.000 metres high. These geographic special features have caused scattered population, with scarce populated centres, especially at the top of the valleys.
Some resources and source of economic activity stand out: forest and forest products; water and snow, with activities related to sport and leisure and the hydroelectric industry; and the natural, cultural and landscape heritage. It is also relevant the livestock farming activity, which has created a landscape made up by hay meadows and grassland mixed with forest areas, although nowadays this activity is in regression.The strategy
The strategy purposed by the Consortium is based on the development of the territory from a sustainable rural development model, which proposes four essential lines: the sustainability of the environment and the activities that are developed there; the diversification of the rural economy; the promotion of high quality local products; and the promotion of cooperation.
Regarding the first action line, focused on sustainability, efforts will be addressed to the promotion of innovative processes and economies, responsible with the territory and the environment, and compatible with the generation of employment and economic activities, and the maintenance of the population’s quality of life, especially in the smallest and most isolated populated centres.
The second line is connected to the diversification of the rural economy, which comprises a set of fundamental elements for the region, such as the arrival of young population; the promotion of equal opportunities in women and also among youth; enlarging the season of economic activities, specially those related to the tourism; and the generation of stable and quality employment.
The third line is connected to the promotion of local and proximity quality products. In this sense, high quality agrifood and non-agrifood products, like artisan and/or traditional products should be promoted, by encouraging their consumption among the local population and the visitors. In order to add to this line, it is crucial the promotion of proximity commerce and the support to the agrarian activity to guarantee the generational shift and the economic diversification linked to the primary sector. Moreover, it is essential to support the agroecology and the recovery of local varieties, as an opportunity of territorial differentiation.
Finally, the fourth line, concerning the promotion of cooperation at a local, regional, national and transnational level, considers the promotion of cooperation and business associationism at local level and between different sectors; training, innovation and knowledge transfer; and the participation and boost of cooperation projects according to the Consortium strategic lines. In this sense, specific actions are planned, such as the citizen participation, the encouragement of tourist projects based on the tangible and intangible cultural heritage, and the participation in cross-border projects.Cooperation interests
